Racism is a Public Health Crisis

Racism causes harm, trauma, illness, and death to Black, Indigenous, and people of color (BIPOC) Oregonians. Oregon made progress by passing HB 4052 in 2022, but with insufficient funds to fully implement. The solution is to secure the funds necessary to maintain agency staff through the deadlines and fully fund the pilot mobile unit strategy.

School Health Crisis Response Package

Youth in Oregon are struggling with anxiety and depression at unprecedented levels. We need to increase access to mental health services, including funding School-Based Health Centers (SBHCs) to increase school mental health resources, capacity, and wrap-around services. SBHCs are a vital community tool with a youth-centered model that supports young people’s health and well-being.

Improving Health Outcomes for Immigrant & Refugees

For immigrant and refugee children, inadequate or no immigration status acts as a significant social determinant of health. This proposal would ensure universal immigration legal screenings and services for children, their families and other community members enrolled in OHP and related programs, resulting in improved health outcomes and family stability.

988 Crisis System Implementation

The 988 Suicide & Crisis Lifeline provides call, text and chat access to trained crisis counselors who can help people experiencing suicidal, substance use, and/or mental health crisis. But to achieve timely 24/7 responses in all Oregon communities, the state needs to fully implement 988 and efficiently pool funding streams, ensuring that a sufficiently trained and compensated workforce will be available when a crisis emerges.

Oral Health Care Coordination Support to Advance Equity

Care coordination is as needed in oral health as in other aspects of health care, particularly among underserved populations. Yet there are no commonly used billing codes for oral health care coordination. The bill asks to invest in development of new care coordination personnel and provide grants for each of Oregon’s 21 School Sealant Programs.

Studies show that the younger someone is when they start smoking, the harder it is to quit. More than 85% of youth who use e-cigarettes report using flavored products. These shifts show that the only way to end this crisis is to eliminate all flavored e-cigarettes.
